October 21st. Secret. With reference to your cypher telegram of October 21st, the Admiralty has sent me a strong remonstrance against the laxity of the Beylon Government in dealing with German firms. I have been obliged to bring to the notice of the Governor of Ceylon his serious responsibility in the matter and to instruct him at once to impose sufficient restrictions on the liberty of enemy subjects. The interests at stake are so

grave that the partial dislocation of local trade cannot be be

allowed to determine the action to be taken. I trust you will without delay take the whole matter into reconsideration and will

not hesitate to take effective action. Telegraph reply as soon as possible.
